I know it locks, but with the quick detach mounting hardware, what’s to stop someone from detaching it and running off with it?

This...

or this...

... depending on which Tour-Pak mounting rack you chose to use.

They also have black ones... at least for the two up rack version.

When you say depending on which mounting rack, do you mean the solo versus the 2 up? I would go with the 2 up in black.

These work with the quick detach hardware.

These are not the droids you are looking for.

Fits all models equipped with detachable Sideplates, Racks, and Tour-Pak® Luggage Carriers (except '18-later Softail® models with HoldFast™ racks and uprights or '09-later Touring models equipped with detachable Solo Tour-Pak® Rack).

My bad. When the OP stated "quick detach hardware", I went with it.

I've tried this, and neither option works with the 2-up rack (PN 50300192). Either you can get the key in, but the lock won't rotate enough to actually release the rack or you can't get the key in, but the lock will (probably) rotate enough to release. If anyone has that rack, with a lock that works, I'll be happy to be proven wrong because pulling it off every night of a road trip sucks.

With my passenger grab handle modification, the Tour Pack rack is now bolted to the rear fender struts. Very secure
