EVO rides not so good on highways!
See those two shock absorber looking things?
How do the rubber bushings look on the mounting bolts?
A 1999 with low miles probably has dry rot to these bushings.
There are also adjustments on these things.
Do you have a floor Jack to pick up the bike?
I'm going to make a stab at an answer here and I might be off base.....Have a mechanic replace your factory rear suspension shocks with some Progressive Suspension components. That's the quickest and most sure way of restoring your bike to better than new suspension
Get down on your back and get a worm's eye view of what's going on under there.

You got two shocks that are weight sensitive in their adjustments.
You got two shocks and they might not be adjusted the same. There are rubber bushings and there are adjustments.
You might find that you can eliminate your problems with just spending a little quality time with your bike.
I
By the time I changed to Progressives on my bike I had shot bushings and they were worn out... I felt a big difference after the change.
I can't tell ya if it was because my old ones were so bad or my new ones are just that good...Dig?
I just did a quick google on the Progressives and I'm seeing them for just under 500. Im also seeing some from V-Twin for about half the price.
I'll let you do your own research on that.
I'm real happy with the ride on my softail. I came off a RK and it will never be as smooth. I't's plenty comfortable going down the highway.
The softail suspension is plenty good when it's set up right.
You mentioned bottoming out on a highway pot hole? The softail has less suspension travel. I've only bottomed out once and it was in a simular situation.
I don't think you will be disappointed in it once sorted.
Hope this helps..

If money were the sole issue and when ain't it? Take a look at what you got under there. You can improve what you got under there by just adjusting and replacing the bushings. You're also inspecting to make sure there is nothing leaking. Clean, inspect, and adjust what you have. All that costs is some elbow grease.

Thank you so much! This bike has been in half the states, then stolen and they totaled it. I'm not a broke man, and don't know another bike I rather be on! Too much History!
Nothing like an EVO.
