Default securing a seat question..

Hello,
As you can see in the pictures, that's an exotic crocodile leather seat that I got. It is not secured yet, so I'm looking for some advice on how to safely secure it.
At the front of this seat, I have the little metal plate that should slide underneath another fixed plate... which does not exist. Should the fixed plate be welded to the frame? or is there a manufactured part that goes there that I should use?
At the back of the seat, there are 2 bolt holes. There is nothing on the rear fender so do I need to drill two holes and use bolts that are fixed on the seat side? if yes, how can I secure them underneath the fender, as the access there isn't easy? But if I leave two bolts fixed on the fender side, then how should I secure them to the seat?...
Also, the white coating underneath the seat is so soft like foam board, any ideas what material should I spray on it to make it still flexible but more resistant?
Thanks for advising!

Wrong seat for your year and model. Those holes are to add a passenger seat. Or
there's a bracket that has holes that slip over fixed fender bolts that you don't have either.
But as I don't know wtf year or model your bike is I can't help you anymore than that.

It's a custom bike, there is no specific year and model and it needs to be customized.

I know that it needs to be customized, but this is what I am asking - how to secure it safely and conveniently?

Looks like a LePera seat the was reupolstered and fits a Superglide frame from 70-82 but I can't see the rear side mounts that go to the frame on the Superglide...

I have the rear of mine secured with industrial strength velcro, and before that I had a rubber grommet in the fender hole and a pin on the seat bottom - both were fine and looked nice since they kept the fender clean.
