Surface voltage needs to be 13 .5V
Crank voltage around no less then 9V if I remember correct,
Does it make a click?
Or nota?
You have headlights?
Kiss
Start with the neg cable unbolt it to clean it (both ends) and surface, tighten back up.
Same with pos on both ends.
Now try it

1, -what is the voltage?
2, -I am thinking you a left wire off the battery terminal. Usually, there is two that hook to the positive

By t/l, do you mean tail light?
Where on the bike was the spark you saw? Was ignition On at the time?
Recheck all your fuses to see if any have blown again.
If blown, record the position of the fuse and see what circuit it is for. Some years of Dyna had a picture on inside of left side cover for identification.

Check fuse again (and bulbs)

A new battery doesn't mean anything. Do a voltage crank check. Sitting voltage doesnt mean anything.

New fuel

Good job on finding the problem. Remember to always check the last area you worked in.
