I bought my 2000 model FXDWG (carbureated) with 22, 200 miles on it. That was February of 2022. It was very clean and all original. It came with a few extra accessories that were not installed on the bike (service manual, extra seat, sissy bar with pad, original exhaust, H-D brand cover, new front tire, tube, and rim band). I couldn't pass it up at $5000. The first thing I did when I got it home was check the "Cam Chain Tensioner Shoes".

Good catch.....
I've updated the spring tensioners on 3 Twin Cams in the last four years, all about 17+ years old....
I found the same thing... The actual wear was acceptable, but the pitting was serious to severe....
I was glad I changed all three when I did.... If they were to fail, it would be a lot more $$$$$$ to fix... just not worth the risk to wait..

Buy it. You mostly get people on here saying it’s not a good price, but they can’t show you anything cheaper.
My ‘03 Ultra was way more reliable than my 2012 Limited. The SE Cam Chain Tensioner and oil pump upgrade cost less than the compensator and stator I needed on the ‘12 with less than 20k miles. A 96 is going to cost you twice as much.
If you do a lot of interstate riding a six speed is nice. On 2 lanes the 88/5speed is perfect.
I would only buy it if he lets you test ride it. When I bought my ‘12 he would not let me test ride it, and I knew the rotors were warped the first time I stopped.

Offer less and if denied, wait a couple days before coming up. The art of the deal. Don’t be weak.
Then as others suggested, upgrade the cam tensioners.
Compared to new, it’s a whole lot cheaper.
I was in the dealer couple weeks ago and got the very pathetic what do you ride question by the first salesman. I responded with a Harley, you?
He then said well how about an upgrade. Me, I said no such thing as upgrading from a Harley to another Harley.
Anyway , my point it old or new they all have quirks and maintenance pains. But knowing the pains of the older models and keeping on top of them is way way way cheaper the new bikes.

Relative values are always area dependent, what a bikes worth in one spot can change a good bit in another. Do your homework as what things are selling for in your search area, blue book and other national sources rarely reflect actual values.
What can be had for $4000 in corn country nowhere can be 2 grand more in large cities or on the coasts.

You mean the whine that starts when they flip the run switch and the orange light comes on in the speedo? If so, that's nothing to worry about. That will happen every time you flip that switch to run. I'd be more concerned with the missing paint on the right side of the tank.....
You're thinking of the fuel pump right?
.
What whine?
This is the first time I see where you have mentioned that.
