just go get a bike lift; they come in handy for lots of stuff. I just use a no-name bike lift I got from costco; works fine; cost like $100 or sumthn

To this I say I did this with my last bike but not now days, and one day you might find if you brave putting your own stuff on your own bike you will get much more satisfaction out of owning and riding it, I know I did.
I know I did when I relocated my rear turn signals and I'm no mechanic (yet) either.

Are we talking about the hollow bolt on the side rail? I had no issues relocating my turn signals on my 2008 FXDC, but I have yet changed the bolt out yet. I figured I would wait till I made a decision on what bags to go with before I change anything else.
