Exclamation Jack Shaft?

I have a 1995 Harley Super Glide. The jack shaft engages upon hitting the start button, then all you get is the clicking, the jack shaft does not disengage when the button is released and has to be forced back into position. I have a installed a new starter having thought that it was the problem. Jack shaft bolt is new, came with the new starter and torqued at the recommended setting. Has anyone had this problem before and what steps did you take to correct it? seal replacement? coupling? Have checked any and all teeth/splines and see no sign of damage. Any help would be appreciated.

Possible the jackshaft seal/bushing is deformed/damaged....

Check the bushing that the jack shaft rides in ....there is one for the inner primary and one for the outer ...
