Sorry for the delay and thanks for the ideas.
First thing I did not inspect the new upper… I know I should have and that they are thin so there is a chance it came with a dent and I will check that when I pull it apart over the weekend.
I will replace the lowers if that is the problem but I will not throw them on because I am guessing it’s the problem.

I am installing the oil 4.3" from the top of the fork tube, fully compressed with the spacer and spring removed and per the FSM it's about 26.6 oz. and that is about what I used.
I am unsure what you are calling the preload spacer but there is no PVC in the forks and all the parts are the same for both sides.
Yes I put a small amount of fork oil on the seal before installing it and I used the 2" PVC to do the install.
First bad seal was a HD part second was a drag specialties.

I don’t want to throw lowers on the bike if it’s not the problem, I want to ride it and do any mods over the winter.

What makes you say that? The other side upper was bent more and the front end was not bad so it would make since that the other side would be leaking. Any thoughts on how to check it, maybe a different way will show that I was wrong originally with my inspection.

It’s got residue on the uppers but it works its way down and is leaving a slight puddle if sitting for a few days, so I don’t think that thicker oil is the problem.

The false belief is what a friend that works with for the company told me, also I bought the bike wrecked so I saw the damage first hand and it was not bent up bad. Maybe not always true but in this case I believe it.

Problem solved
I pulled apart the fork last night and the spring inside the seal, that holds tension against the tube, had moved on half of the seal causing it to be slightly deformed. I put in a new seal and stuffed everything back together, after about 1 1/2 hours of riding today there seems to be zero oil on the fork. I believe it must have happened when I installed the seal, although I took every precaution to ensure it went together correctly. I don't know if its just a junk seal from drag specialties or my mistake but it seems to be fixed.

glad you got it sorted but I would have got a whole new front end after being hit
