Top clamp for riser won't come off handlebar.

Default Top clamp for riser won't come off handlebar.

I removed my stock wide glide handlebars from my bike and I was trying to take the risers and the top clamp off the handlebars. I got the risers unscrewed from the clamps and those came off just fine, but the clamp for the riser seems to be stuck on the stock handlebar. Is this normal????? I'm planning on putting the fat bob drags on my WG and I'd like to use my stock riser/clamp. Is the clamp something that is supposed to come right off or is it normal for it to be attached?

Deadblow hammer. I had the same issue with the apes I took off my bike. A regular rubber mallet might work.
