I doubt the heads will make any difference but am not sure about the fit of the spigot and why, ? Free parts?

yes free parts. The motor that was on the bike got starved of oil due to the oil filter falling off and dragging on the road so I had the 74 cubic inch jugs and heads and I boarded the jugs out 5 over and I bought the new lower 80 cubic inch. But can't get it to start I don't know if I have to use the 80 cubic inch cam because of the four and a quarter stroke that it has compared to the 74 cubic inch that has a stroke of 3 something

Me thinks you may have pin-pointed the issue.
