A little update...... I discovered that the hazards did flash faster than the turn signals. I also found the flasher relays behind the headlight. I swapped the hazard and turn relays and the turn signals flashed faster. So that part is solved. They still don't flash very bright. Is this a bulb problem??

No, it's a 27 year old wiring problem. There are a lot of connectors between the battery and those bulbs. They all add a little bit of resistance and all together cause problems. You could also have a ground problem. After cleaning the ground cable, you could try putting a volt meter on the bulb socket with the turn signal on and work your way back to the battery positive until you find a voltage drop. Some common failure points: The cheap *** connector in the orange wire coming off the ignition switch, the ignition switch, the breakers (main included), the ground bus.
