Sometime in 2015-Had a problem with over voltage at the battery on my evo bobber. It ended up rupturing the battery and taking out headlight, etc. The regulator was a cheap drag specialties. I ended up installing a cycle electric ce320L(i have battery in oil tank), new agm battery, dyna s, and coil. Fast forward to last weekend....popped a headlight bulb. Checked battery while running, jumps up to >20v!!! Sending the regulator back to cycle electric to inspect /replace, but I’m not sure if something else is going on or just a coincidence.
I checked the stator ac output. Running around 20vac around 1000(no tach, so by feel), test light while running stator terminals to ground-no ground shorts on either terminal. Would a poorly grounded regulator cause this issue? It is mounted to a plate on the front motor mounts. I’m considering adding an additional ground wire where it attaches. I’m also seriously considering getting rid of everything and slapping a magneto on. The bike don’t see much miles, I have an evo road king for long rides, the bobber is the bar hopper.
Any comments and suggestions would be appreciated.
Did you check grounding and connections? Probably too late to ask, since you already took the regulator off to send back. CE has good stuff, but anything can break. Nothing wrong with your system, but if you want a magneto, that would be cool too. If you go that route, I would offer to buy your regulator. Always need a spare. Good luck.

I’ll wait to see what they come up with on the issue, but leaning towards the morris manual retard mag mm74L i believe. Would have to get the special regulator for the no batt setup it looks like.
same here with my 99 flstc. battery was toast with a dead short from regulator. put a ce320L on and still have the dead short. I have to disconnect the regulator when I let the bike sit for a few days but no different than my XLCH's as turning off the gas when I park. FYI the ce320L is a low voltage regulator. I have to get used to remembering that though it's habit with my XLCH's. these old evos need that low voltage regulator.
Low voltage regulator? As opposed to a high voltage regulator? And if you have a short from the regulator, you need to fix that.
Cyclepath, there should be a wire around the mount grounding the regulator. Not saying that's what caused your problem, but the ground wire should be there. I had a regulator go out like that on me once in the middle of nowhere, MO.
