Default Squealing noise

97 heritage, I have a squeaking/squealing noise that you can hear at low speeds, fairly loud. It sounds like the rear area, it will stop when I hit the rear brakes, and then resume when I let off the rear brake.

Any ideas?

Could be a few things..
Either the rear wheel is a little out of alignment,
The rotor is warped.
Or there is moisture in the system and what this causes is when the Bike is ridin a while the moisture in the brake fluid will expand from heat and will apply the pads onto the rotor and then warp the rotor even.. Happened to me.. If you crack the bleeder on the caliper and it goes away after a ride, It would be a good indication of expansion or possibly a caliper that is not releasing all the way and time to rebuild..
I dial indicator would rule out the rotor..

does the rear brake fluid here look low? I cant find any full mark on the reservoir.

That fluid looks OK to My Eye... Betting you have one of those Anti rattle clips awry!!!
Unless you have replace something in Rear lately!!!!
Always check the last thing you worked on!!!!

Pretty sure that your 97 requires Dot 5.. In that case it's a purple silicone base fluid and when moisture infiltrates it turns it yellowish.. I would remove all the fluid in the Master and fill with new DOT 5 and flush the entire rear system... It's pretty common with the Heritage and Fatboy system...

DOT5 also goes yellow with age...

change out the fluid for sure, put a drop of fluid in some water. If it ***** up it is DOT5 if it disperses then it is 4. I always make sure the PO didn't do something stupid. Then make sure the caliper piston is clean, crud getting under the boot can keep the piston from retracting causing it to drag.

How's the brake pads look? I'll bet a ham sandwich they're about done
if you clean the sight glass on the side of the reservoir you will see the level without having to take off the cap. Unknown maintenance history and i would definitely change every fluid on the bike.

All of the Harleys at my place get DOT 5 ...Period...if they gotta be flushed...so Be it!!!
