All nose cone Shovels and Evos came from factory with that "inner cover plate" though I suspect most were removed before the first oil change

Note the counter sink holes for the flat head or pan head screws going into the timer plate screws/standoffs.

All With Electronic Ignition I believe ie, 1979 +
But Previous...IDK when, but the 1974 Did Not..

The book shows them on all but the part number is *-80A so maybe it's one of those things that can be retrofitted. I have no first hand with Shovels.

Riveted covers happened when the factory electronic ignitions did. No reason for owners to be in there and cost trimming on the production line

I think you both are correct. Didn't start till '80 but could/would fit all Evo nose cones.

@TwiZted Biker Here is that thread I told you I'd send if ever I ran across it again. I'm sure the OP lost 2 or 3 and may have been others. Good thread.

Only issue is, if your OEM cover is decretive you can't reuse it unless you re-rivet it.
But there are much nicer choices out there.
