I don't think you could go wrong with the 27 and the mods you have planned,it's plenty of cam.

If you go hi-4, get their coil too. The hi-4 has been known to eat coils. Sure eat mine. Got some thing in ther now but will change to a Crain coil.

I went with the Spyke ignition and high voltage coil. Instant noticeable improvemenet. Upgrading the coil at the same time as the ignition is definitely the way to go.

I have been running an EV27 in my 92 softail custom since 1993 - with a rejetted carb, SE ignition, SE air cleaner with K&N filter, drag pipes with about 6" of baffle in them. Haven't had a problem yet. In the Black Hills, I can climb in 5th gear and others are dropping to 3rd, that's with my wife and a ton of gear. It pulls strong to 80 mph and then really takes off.
I average 55 mpg riding alone. I have been really satisfied with the cam + the other little mods. It makes enough power for me and it's nice to shift up to 5th real quick and then just leave it there.

I just got my replacement EV27 delivered (the last one got galled by the ruined lifter roller and metallic chunks which took my motor down) yesterday - I did a lot of looking when I realized I had to replace the old one andcame to the realization that I did before - for a big bike, you can't go wrong with it. Add some goodies to it (carb, exhaust, etc.) and you'll have a tractor that'll pull you hard and fast.
