Does 89 EVO have VOE?

VOV is Vacuum Operated Valve that is part of the emission control system on 1988-1991 California models.
Are you sure you are looking in an Official Harley Service Manual and not one by Clymer? I see one from Clymer that fits your description. Clymer is junk. They are good if you just want to change oil or a headlight. But you need a Harley Factory Manual and a Part Catalog for complete information. The FLT/FXR Manual covers the FLHS (Electra Glide Sport). It is part of the Touring Family.

I looked again at the Official one I have and found the VOV included in the part about the California Emissions. On page 4-41, in Figure 4-48 is shows the complete Emission system. It includes the V.O.E.S. in the illustration. I didn't look at the emissions because it is only on California models. But the V.O.E.S. is on all EVO models as part of the ignition system.

Like I have said, Get an Official Harley Manual. Not some Clymer manual. You will be so much better off.

What I have is the Harley Davidson manual, not the Clymer manual, and as I said I finally found the VOES in the ignition section, not the fuel/exhaust/emissions section. Thanks!

From your discription and page number, It is a Clymers.

It's not a Clymer's manual, it's a shop manual.

Mine's about 1,000 pages as well. To me it makes sense for VOES to be in the ignition section, not the fuel section. VOES is not about fuel, it's about ignition. The only part of it that has to do with fuel is that the sensor connects to the port on the intake manifold. And it's the same manual sold at the Harley dealer in Boston, definitely is not a Clymer. Anyway, I have what I need now.
