Does 89 EVO have VOE?
You are looking at a different service manual for a bike I don't own. I have the 84-98 Harley Davidson service manual for the FLH/FLT/FXR Evolution bikes. I own an 89 FLHS. I wouldn't go to Pep Boys if I were you. Too much Chinese crap.

I looked again at the Official one I have and found the VOV included in the part about the California Emissions. On page 4-41, in Figure 4-48 is shows the complete Emission system. It includes the V.O.E.S. in the illustration. I didn't look at the emissions because it is only on California models. But the V.O.E.S. is on all EVO models as part of the ignition system.
Like I have said, Get an Official Harley Manual. Not some Clymer manual. You will be so much better off.
What I have is the Harley Davidson manual, not the Clymer manual, and as I said I finally found the VOES in the ignition section, not the fuel/exhaust/emissions section. Thanks!

We're going round in circles on this, but at least you have found something that covers your question. In a genuine Harley service manual the VOES is covered in the fuel system section, along with the California evaporative stuff mentioned earlier.
The genuine Harley manuals are available for: 1984-90, which Ultra and I have previously referred to: 1991-92: 1993-94: 1995-96: 1997: 1998. So there are 6 different factory service manuals covering the years 1984-98. Together they would make a pile almost a foot high!
