Default Does 89 EVO have VOE?

I purchased an S&S intake manifold for my 89 FLHS and it has a port for a VOE sensor line. However, I don't think the 89 EVO has a VOE sensor, or at least I can't see one on the existing manifold or on the service manual. Am I mistaken? If not it's not a big deal, I can seal off the port on the manifold with a cap, or get a replacement manifold from the shop where I bought it in California...

Hmm. The service manual appears to say that only California models have this...

Yes, it had one. The vacuum line for it was tied in at the carburetor.

If the ignition has been replaced with an aftermarket, it may not have one. Also, the stock set-up will run without the VOES.
