Default Paughco Frame Question

What is this welded tube on the back bone so close to the neck?

I have seen this tube welded on many Paughco frames with fat bob & other tank mounts, so I don't think it is a tank mount since it is so close to the neck.

That tube is an External Steering Stop for a Paughco Springer.
