You have a 2006 street glide flhxi.
Unknown miles.
Bike had a stock Harley battery from 2006.
Bike did not start and you did some kind of test.
You changed the voltage regulator because you thought it was bad.
Replaced battery also since it was from 2006.
All was OK.
Did not ride for a few weeks and bike would not start.
No report of DC voltage from battery post at rest, starting , at idle etc but i will guess the tests were completed and passed.
I will also guess that ac volts were good at stator.
you placed bike on a tender.
Report a voltage of .05 volts...do you mean AMPS...guessing you are using a digital meter to test for a parasitic drain.
Remember you need to move the probes on meter for an AMPS test.
If you are doing a parasitic drain test...then the negative cable and negative post would be safer...unit set to amps.
OK so the bike is a flhxi with 31000 miles.
Did some tests which tested the stator and regulator found regulator to be reason why it died in the first place, battery load tested failed so I replaced it. As for the .05 VDC that was with the battery at 4 VDC and I was testing with multimeter one probe on negative on battery and the other probe on positive terminal disconnected from battery. So I assume that means I have a. .05 VDC drain?

A draw would be done on either the negative side ONLY or the positive side ONLY with a simple AMP meter.
You basically use your meter as a bridge on one side of the battery.
You state "As for the .05 VDC that was with the battery at 4 VDC and I was testing with multimeter one probe on negative on battery and the other probe on positive terminal disconnected from battery". ?????
For a parasitic draw:
Make sure the probes are connected into the meter at the correct points.
Again, look at your meter and make sure the probes are in the correct points.
Unless you have some fancy meter...it will require that your probes be moved to a different slot.
Then set the meter to AMPS.
This video below from time 4:35 to 5:35 will explain parasitic draw measurement.
Although it is shown for a car...a motorcycle works the same way.
Unless someone tapped power for something into a live positive wire that is very close to the battery then the AMP draw should be very little.
