Keep in mind that the service department is a profit center, just like the parts, accessories and sales departments are. I suspect the profit performance goals and targets can lead to 'errors in judgement'. I've also wondered about how the techs are paid. 8f its a slow work day do they have an incentive to make things up or look for work not called out on a service order?

The Op says that the bike is under warranty. If I was a tech or in service, I would look for every little thing wrong with the bike so I could get reimbursed from H-D and make some money. Specially on a slow day or if I had to meet some quota.
