Lost in all of this is the fact that the mechanic works for the Service department. It's the Service department that decides who and how much to charge, those decisions are not left up to the mechanic. If the service department wants to pay the tech and not charge the customer that's up to the service manager.

Update: I had another dealership take a look at the tumbler and he gave it a quick look (3 or so minutes of messing with it with the key in and out) and told me the key doesn’t belong to that tumbler. The tumbler itself was fine but the guy I bought the bike from must still have the correct key somewhere (shady I know). He didn’t bill me a dime and because of that I ordered a new tumbler set from them and will have them install it once it arrives.

What's the original dealer, so we can all avoid it?
Be sure to make a note of the key code for the new tumbler, because your key will no longer match the VIN. If a dealer down the line needs to make a new key, they need to know the new tumbler code.

Not sure why you ordered a new tumbler. Of course I'm assuming they ordered the new one based on the VIN and key code associated with that VIN. You still don't have the correct key and it won't fit the new tumbler either. I'm also assuming when you say "tumbler" you mean the entire lock cylinder and not the tumblers inside it.
