I keep my bike outside, and she always fires right up. Even at temps as low as 20 F. Plus, I run an open K&N air filter. I have a Head Quarters ignition module and I know that definitely makes a difference, though.

I also suggest a battery tender. You may be turning the motor over, but it's probably too slow and the battery is too low to create a hot enough spark.

Its fuel injected?...yeah check the level of charge
I misread the post...lol
If the battery is weka(from not being used or not being ona tender...)then it will cause your problem.

harley warranty states "Operating motorcycle in adverse conditions i.e. temperatures below 75 degrees and full sun" will ultimately lead to a voided warranty. I suggest wrapping the bike in a heating blanket and placing a hot water bottle on the seat. It should fire right up!

Changed my oil out to 10w-40 until next May. Temps will ranging from the teens to the 40s til then.

Here's the easy fix. Cover it up, and don't ride it again until spring or 60 degree's whichever comes first!!!!!!!!

Isee that you alsohave a PCIII. I noticed that when my battery is down a little that while it cranks ok ( a little slower than normal) mine will not start either. I think that once the battery voltage drops so far the PCIII is not running or running properly. I put mine on a charger and she fired right up although I thought it was cranking fast enough to fire as it was. I could be wrong but that is my guess anyway.

Interesting comment, I never thought of this scenario. My bike had been sitting for about a month unused. I am going to do some more conclusive tests in the cold. My bike is in storage, and I didn't have my tools to yank the plugs to see if I am, or am not getting spark. Maybe my battery is not putting out a solid 12V. I have about 9800 mi., on the original plugs as well. Probably should throw in a new set. When I tried starting my bike the other day, it cranked over good, but the engine didn't even fart..... just kept cranking over and over...kinda odd..

Let us know what you find out. There is no goodreason for an FI bike not to fire right up when she is cold. If it can crank ok....it ought to light off.
