Floating rotors are two piece rotors, the inner is bolted to the wheel, the outer is the braking surface. The outer piece is allowed to float and that reduces vibration in turn allowing you to stop quicker. Either that or they just look cool.

If you're getting a shhh, shhh, shhh you possibly could have a warped or bent rotor. Have you had a new tire put on recently? They are very easy to bend and require delicate handling when taking them off the bike and replacing tires, etc.
