First, do you happen to be related to Kendall Jones, Cambridge, Mn. ????
He and his brothers used to own Seventh Son Constr., out of Sconi and Mn. Jus' "aksin' "
When I am NOT concerned about the 'vintage', as you are NOT, beings it is an aftermarket project, and not a restoration. If need be, have the DMV/DOT/DPS or whoever you have, stamp a new # on the frame, with appropriate paperwork. Been done for decades, with old frames with no #'s on 'em. It just makes it so you are out of the loop as far as 'original' or 'vintage' goes, BUT you get paperwork.
The chop has a Ca DMV # stamped on the frame neck, from '71, but it is still titled as a '65 Harley.
You "may" have to generate some creative paperwork, but, "where there's a will, there's a way."

Each state is so different. Your going to have to check with them for their requirements for "special Construction" vehicles and go from there. Have fun, this is going to take some time.

google the subject including your state and you will find there is a "dmv" site for your state that will answer your concerns. it's generally that you take the completed vehicle to the DMV and they will issue an ID tag and do the paperwork to get a usable title. my 23T street rod was ttitled as a 1989 homebuilt in Kansas when i bought it.
