Default V Rod valve adjustment question

My local indie dealer has a 2005 screamin eagle v rod. It has about 14,000 miles on it and he wants 10,900 for it. Dont know much about the bike, but it is a great looking bike and the price seems fair. My question is that I have read in various places that the valves need to be adjusted anywhere from 10,000 to 15,000 miles and the cost for this (service??) is 800-1000 dollars. What is the reason for this if true?

I'm not sure about the interval, I thought it was more like 18-24,000 miles but, the reason for the cost is the engine has to be dropped out of the frame to gain access to the valve train.
