Default Bolt on 21" Reinforcer wheel

Hello, I took advantage of cyber Monday today and bought the 21" Reinforcer bolt on wheel package from Sport Chrome. The wheel I bought is for my 2013 FLHX Street Glide and it is a bolt on package with wheel, tire, bearings and rotors included for my 2013. A couple of questions I would like some help with is that this says 08-13 models the fender does not have to move and all will work (bolt on) fine as factory. It then says, 14 and up have to use a fender bracket that I suppose slightly raises the fender? As I was reading this on the wheel site, I was thinking that the '14 and up came with the 19" wheel and my '13 comes with a 18" front wheel. Can you all please let me know what is different on these models that will allow the fender to stay factory (which I'm glad of) on my '13 when installing a 21" wheel but not on the newer models? Also, I watched a video on youtube about changing these out and it said that the tire will rub from expansion at higher speeds if the fender is not modified and raised up slightly? The video didn't give any year model specific info though? Any help with this would be greatly appreciated! Thanks

check the side wall ratio of the tires the 18" could have a taller tire than the 19" making it in fact taller.

As Lang said - check the tire height - just because the rim is larger, the tire doesn't have to follow suit
Or quick check the height of the 2 wheels next to each other when you get the new 21"

Your 2013 FLHX 18" and the 2014-later 19" have virtually the Same Outside TIRE diameter

2013-earlier and 2014-later FLHX are Two different Bikes (different fenders, sliders, etc) ... there was more room for a larger tire (21") on 2013-earlier

just to be on the safe side I would go ahead and elongate the bolt holes like the video shows. can't hurt anything by doing so. this is what I did on my 2012 before I purchased my wrapped fender and had zero issues.
good luck!
