I've stumbled upon a 2009 1200 Custom Sportster with only 950 miles on it. I'm seriously considering it for my wife but we both prefer the looks of a 19" front wheel like her current bike an 883 Hugger. I guess my questions are this:
1) Can I simply re-drill and lower the stock front fender if I go with a 19"?
2) Will the 21" fender curvature look ok with a 19"?
3) Does anybody have any suggestions for a stock oe Harley wheel that would look good on the bike and go well with the stock disc type tubeless rear wheel? I would prefer a tubeless on the front.. seems like the MoCo makes a 19" five spoke tubeless, maybe that is an option.
4) As a last resort, maybe I could have a 19" laced to my stock hub?
5) Maybe a trade from somebody who wants a 21"?
I'm really open to any thoughts or suggestions..

Too many damn questions for this late in the day....
All you need to do is swap to a compatible 19" wheel with tire. (2008 and later 19" Sporty wheel will have the right bearings)
The OEM forks and fender fender don't change when changing between a 19" and 21" wheel. The 19" wheel runs a 100/90-19 tire which has a taller sidewall than the 21" tire. IIRC, the difference in fender clearance between the 2 wheel/tire combo's is ~ 1/4". This is the same as on a new bike that comes with a 19" wheel.
This is my 1200C which came with a 21" front wheel, which I swapped for a 19"
Re-drilling the fender is still optional if you want it tighter than the OEM fit.
that's the best thing I did for my bike...the 21 was real wobbly but it could have been a bad tire...I didn't want to buy a new tire just to not be happy with it. lots of info on here on which wheel fits...I love my 19 and the bike rides so much better now. fender did not need to be drilled or anything...as stated above I guess you could drill it to make a tighter fit but you don't need to. the 19 has more tire so hitting bumps is not as bad as with the 21
