Angry 1993 FLHTC Tour Pak mount and seat issues

I have a 93 FLHTC with a stock tour pak mount bracket. After completely rebuilding the bike from front to back, I ditched the quick release mount because the new rear fender fillers have caddy lights with no opening for the "boomerang" brackets to go through. NOW, when I take my "lowrise" seat off, and put the thick passenger Mustang seat on (it was on all last summer with the same fender and same bolt hole), I cannot slide the tour pak mounting bracket all the way forward to get the mounting holes to line up on the fender struts. It is hitting the back of the seat. So then I noticed that there may be a mounting hole on top of the pak mount to bolt the seat to. But that would raise the seat up too high with no support under the passengers rear and thus may make the seat break due to the passenger weight, bumps, etc. The rear fender is stock, with a filler kit molded on, so it is the same mounting point. it is the same seat I had last year. I realize it may be the seat, but I am wondering if I am missing something else.

Look into a relocation kit for the tour pack. They will move the pack back 1 to 2 inches from stock position. I have a similar seat on my 07 FLHRSI . A sundowner w/13" passenger pillion. It rubs on the speaker pods I added and is much larger than stock.

PS. The tour pack to bracket mount position should be adjustable by an inch depending on which "groove" you use to locate it on the loop.
