They use the J2825 measurement standard. They measure a set distance (20 inches I think) from the exhaust at idle and at 2000 RPM. 92db limit at idle, and 96 at 2000 RPM.
I heard about Calgary using the Noise Snare. At least it's going after all vehicles, not just Motorcycles. Edmonton could have used that technology, but decided on using the Motorcycle only method.
It sucks that they're cracking down. My bike was never that loud, but now it's as quiet as a freaking moped. It's just not the same experience riding a quiet bike.
