It will spark with the plug out. Bike has no way to tell if it has compression or not.

He needs a code reader. With out one is makes things a lot hard to track down or to eliminate as a cause.
2015 Street will not display DTC in the speedometer .

After check the kill switch AKA Engine shut off switch.
The ignition switch needs to be check.

unpluged the switch still no spark

Good chance the ignition switch or one of the relays is bad.
I will send you some things to look at.
