Last question, although I will not promise it to be my last. Can I create 2 identically programmed ECM's, and 2 TSSM's also identically set up to work with either ECM?
--Another wards, can I make 2 ECM's and 2 TSSM's which would be completely interchangeable without having to do anything upon install? (Each ECM is married to a SPECIFIC TS/SM.... you can't use 1 TSSM for each ECM or vice versa.... Labled set 1 and 2, yes, you can do it.... ECM 1 is married to TS/SM 1, and ECM 2 is married to TS/SM 2.... )

I bought my bike from a lady who’s husband passed away and she never gave me the security disk or dongle for the ECM tuning.
Until recently I didn’t know they existed until my TSSM failed and I couldn’t start my bike.
After contacting my local and then Milwaukee directly, I was able to locate 4 TSSM units for my bike to which I had my local dealer purchase from the other dealer due to security concerns and policy.
Upon installing the new TSSM (btw it looked used) we discovered that there is a lockout on the ECM from tuning and my not possessing the dongle prevents the mechanic from programming the new TSSM install with the online tech logged into my bike.
I have been then told I need to purchase a new ECM, which I have.
This has been very expensive and I am frustrated that Harley doesn’t have a work around or support - mostly I am frustrated at my lack of knowledge in this area.
Have I been informed correctly? Will this actually work and allow me to ride the bike I love riding again?
Is there anything I need to know or do to make this fix work?

They have a laptop connected to it with tech support but are having problems. Which is why I responded to this thread initially. The mechanic said that the software and tech support didn’t need to do the learning process in this thread because they are logged in. If they are having issue's I suspect that they are not aware of the learning process here - or god forbid there is an electrical issue or fault.

To be more specific, I was told I needed to. The shop ordered it from a company that it was bought from guarantees it being new and working.
i guess it was tuned by Thunderman and I never received the dongle for that when I purchased the bike.
supossedly, because the control module is locked out and won’t mate with the security module.
