Harley did that on purpose so most would buy the H-D accessory saddlebag filler panels or some type of lights to hide those ugly chrome pieces. H-D marketing at it's best.

Thems brake lights

 

I could do without the ones in the front. Those Make the bike look a little like a tricked-out gold wing. The rear looks great though.
