Yup...or they are just stupid. Wait until someone with a non-EPA exhaust has a warranty claim. HD will ask if the bike is EPA compliant. Will the dealer lie, and risk their franchise license? Maybe not under Trump, but I wouldn't be surprised if the EPA audits compliance.

It depends on the state and the Dealer
California and some of the more liberal states probably are more scared to get fines and more likely to void warranties. Also if you don't give the store good surveys and do your services there they are more likely to tell you to pound sand if you have a problem with your M8 eng.
If you let them Install, sell and do your Maintenance work under warranty they are more likely to turn the other way and submit a warranty Claim with Harley Davidson. If they sold you the Bike, and you have spent money in their store
they want to keep the money flowing in.

100% agree. I read constantly of all the things Harley is screwing up, and how if they only listened to the forum posters they'd be doing much better.
Consider this: HD and their dealers made hundreds of millions of dollars selling and installing emissions defeating items, "for off road use only," that they knew were never going anywhere near off road.
For these actions, they were fined a pittance, and now get to sell and install a new generation of "legal" exhausts, and reap the additional benefit of having an increase in customers for regular maintenance.

Couldn't have said it better. Funny thing, I read post after post in here bitching about how much the CEO makes, clearly he's worth every dime and probably twice what he's getting paid. The board room meetings with people much smarter than us are making decisions that keep us bent over and asking for more. Harley Davidson is clearly one of the most successful companies in the world and the marketing is so above everyone's head their tricked into believing slip-ons void warranties and if your're not using a Hog Blower to dry your bike your probably voiding the warranty too.
Probably didn't notice but the extended warranty option for the drive train was so cheap it was almost free.... they see you coming before you wake up. Ha! Keeping that factory warranty with that stage 1-4 is raking in hundreds of millions

Some question's I have is the local dealers have told me and some friends that slip-ons will not void our warranty. We all bought Vance & Hines slip-ons which the dealer and manufacturer state there slip-ons do not violate EPA rules???? If Harley reps are walking around bike events taking photo's of bikes that have been modded, how do they know which bikes have been modified??? Is it muffler's only? I have a 2017 Limited that has the migration problem which I am dealing with the dealer in a positive way. However this constant negative talk about warranty problems, suck!

Sounds like this theory exposes the dealer to a fair amount of liability. Don't know how much mileage one should expect here...
Even if so, doesn't cover you when/if you have to avail yourself of another dealer's services. Also, won't help if a factory rep/tech is ever called in to look at the bike.
As to the OP's story...
The setup described would have no CAT. No CAT, then it's no longer EPA compliant etc. etc. etc.
