Best is subjective obviously but I used http://www.buckwildpaint.com/ in Covina earlier this year for body and paint on my bike and am every happy with the results, cost and extremely quick turnaround time.

He does great custom work and has been featured on several tv shows.

Here's another one for you. Color Zone. They did my custom theme bike and it turned out amazing, even won best of show in it's first outting. They're in Huntington Beach on Bolsa Chica.

Damn, their web site is down. I hope they're still in business. Do you have an e-mail address for them?

Check out Ildefonzo Classic Customs in Fullerton. He was the painter at Rude Dawg Customs in Sante Fe Springs till he opened his own shop.

wetworks garage in Costa Mesa.

Mostly do cars, but the owner, Joe is a big fan of Harleys and has painted more than a few. Cool guy, too
