As the sprockets heat up they expand pulling the belt tight in the process. Same thing happens with the primary chain. The slack settings are done cold to provide a not too tight condition when hot. Obviously following this logic through and things being temperature sensitive I try to set slacks in around the 70 degree mark. This will cover the colder days that you would ride and the hotter days. It's a compromise that seems to work well enough. If yours is whining when hot, it may not have enough slack when cold and gets too tight when it heats up.
