Perhaps in Northern VA there's plenty of places to stay and get gas, however not everyone lives in an area where-as there's a gas station on every corner.

Two years ago I spend 45 minutes walking to get gas because I didn't plan the trip.
After that I plan every trip to include all gas stops.

Here are great books for the Northwest and California. Just what you want but only for these areas so far.
They rate the curves and the condition of the roads.
