Unless you just want to see Devil's Tower itself then no question I would go through Wind River Canyon and the Bighorn's.

Plus 1001, on Wind River and the Big Horns. I won't discount Devil's Tower, but the beauty of the Canyon and Big Horns trump it! IMHO
