I bought my 2003 FLHTCUI in 2011. It had 2,090 miles on it. I had the tires replaced, and fluids changed. I love this bike. It has a Stage One. It has plenty of power. When I had the SE Cam Chain Tensioner and Oi Pump upgrade at 32k miles the I didn't change cams, because I was happy with the performance. If I rode 2 up in mountains a lot, I would've changed cams.
I have had repairs, but nothing major. Shift shaft seal leaked, new front engine mount, rebuild front calipers at 32k, quick connect leaked, was fixed and new internal tank hose replaced, bottom gasket leak fixed(thats when I upgraded the CCT).
You can check for open recalls with a Harley dealer, give him the VIN #. They can also tell you what work was done at any HD dealer in the country.
When you have an older bike in nice shape with low miles, throw the guidebooks out. Use this test: If you didn't buy the bike, and you see the next owner ride by, who bought it at the asking price, ask yourself this: Do you think "Lucky Bastard", or "Dumb MF"?
If you think he's lucky, buy the bike. For $8k you'll get a better looking bike than the new ones, runs cooler, great 2 lane gear ratios. With more domestic parts. Above 75 I miss a 6 speed, but not a big deal.

And to update found an '04 with a few more miles but a heck of a lot of upgrades and just a 2-hour drive from my house (Sacramento). The owner's description of work done. Only a couple of bucks more. Wife can't believe I am actually going to enter the modern age. Just contacted the owner. Looks like a Saturday road trip.

I had the SE Cam Chain Tensioner upgrade done along with a bottom gasket repair. So I was able to keep my stock lifters. It was done by Sauk Prairie Harley.
There are at least a handful of very similar 2004-2005 RK’s in my area listed for sale for awhile now $7500ish, private party and dealers, for what it’s worth.
If if you like the bike closer to you, and want to make a run at buying it, put on your best negotiating hat and go for it.

Paid $8200 for my 07' in Oct. but it had 23,000 miles. Friend in Cucamonga just sold his 03' for $8,000 with 2300 miles. Your right in the ballpark as far as I am concerned.
Op if it were me I would try to get that price down to the neighborhood of $7000-$7500. In my neck of the woods you can get an 09-10 RK for the $8500-$9500 dollar range. The pre 09 bikes can be had for 6-7 grand depending on mileage and condition.
