That usbc port is trouble. It appears the thing turns power off when it detects a data source like your phone. My solution, at least it's working on my 2014 cvo PA, is a data blocker in line. These things are dirt cheap on Amazon and will save you from tying into heated accessory plugs. I hope you get good results from this. I have.
Yes. On my way out to Sturgis and back the system would often refuse to charge my android phone, especially if I was recording the ride in the harly ap. So I guess this thread doesn't apply to you but others have had issues like I have had.

Weird? This could be an actual problem with your port or possibly a problem that involves the H-D app, maybe both? I use a Samsung Galaxy S21 (Android) on my 2021 PAS and I never have an issue charging (plugged into the usb-c port while running google maps)? Of course, I gave up on using the H-D app long ago except as a way to check for ECM/BCM updates. I just use my S21 mounted on the bars as a GPS because it was just easier than playing games with H-D's dodgy app.
If I haven't said that I hate convoluted apps... I hate convoluted apps. Especially ones that require a bluetooth headset to "properly" function like H-D's app. Even though it connects to my phone (without H-D's app enabled or running) and phantom plays music (from an app that shouldn't even run and has no association with H-D or their terrible app) without speakers. I don't need to hear "turn right", I can see it on the screen. You know, like on my handlebar mounted phone that I can't and don't need to hear but works just fine giving visual cues. "Oh, I just can't figure out why people hate app creators like myself?", this is why H-D app creator. Because you could've made it simple, but you refused to do so. I'll refrain from saying anything else, it'd only be more vulgar, spite filled, and vicious from here. Hey, what can I say, I'm a nice guy.

Is all of the bike's software up to date? IIRC, there was an update to allow powering a phone while the bike was running. Before that it was only powered when the bike was not running, for doing updates on the USB port.
Harley app and my bike has the latest revisions. If I try to charge it through the battery maintainer it works if the bike is off but that ends as soon as I turn the ignition on. As far as the usbc port it's hit and miss without that data blocker. Sometimes it charges, others it doesn't. Really screws up if I'm recording a ride for a HOG challenge w/o tye dattablocker installed. Idk why. I'm no computer geek.
M1532 BCM update was implemented to fix several problems; one being: "the
condition affecting customers where their cell phone won't
charge while riding."

I'd wonder if they actually applied that update. When they updated mine they put the wrong code in it - they installed the code for a Sportster, which messed up how my display worked. I had to get them to install the correct code.
So they might not have done it....

fair enough. I know the data blocker works. But I'll be do for a 10k service before the snow flies. I'll be sure to mention it.
