This is a pretty common thing to happen, but feels really strange. It almost always happens when a bike is dropped and hits the bars. It puts a twist in the risers and the bar clamp. The fix is to loosen the bar clamp and the risers, and hold the bars straight while tightening all back up again. Don't ask me how I know about this. LOL
