Why are fairings for HD showing only compatible after 2000?

I had a Memphis shades bullet fairing on my 99 fatboy...sold it on here to a guy that put it on his early twin cam fatboy...it might take some tweaking or spacing to get it to work but the FL front end from late EVO's an early twin cams are pretty much the same except for the brake caliper.
