The longs might appear quieter as they exit further back and away from your ear.
Sound is a question that is hard to answer....different people hear things differently. What is loud to one is quiet to another.
I'd say that of those two I would get the one I liked the looks of the best as they will be very similar noise wise.

From my research, general agreement is that the staggereds are significantly louder than the longs. Keep in mind that you can order so-called "quiet baffles" for either type, though the consensus is that they're not much quieter than the regular baffle--but they do deepen the tone somewhat.

As far as looks, I like Longs on a Heritage Classic. I have the Staggered's on my Heritage Classic, but they came with the bike so I can't complain. I've tried different ways to change the sound...had Quite Baffles in them when I got the bike and wanted a louder sound. Installed the stock baffles that came with the pipes and it was a little too loud. Went back to the Quite Baffles and still wanted it louder as well as a deeper tone. Then, I installed the Big City Thunder Baffles and I got just enough loudness and a deep enough tone. My Brother-in-law rode it up and down the highway at around 60-65mph and I stood about 200 yards off the highway and the sound was bouncing off the pine trees and it gave me goosebumps! KICK-***!!! I like the sound now.

I actually find the longs louder from off the bike. The longs and the staggered both have the power chamber - it sits behind the pipes where you can't see it and give you the look of a 2 into 2 pipe but the performance of the 2 into 1. The big shot shorts and the big radius do not have the power chamber.
