Default fueling up a split tank?

So I just got a 1999 fatboy and it is the first bike Ive had with a 2 piece tank. How do you fill these things? I opened up the regular cap and filled it and it only filled half way. The cross-over is working but goes pretty slow so I ended up opening the left side and filling it. Is this normal?

Fill the left tank first.

Yes fill the left side first and put the cap back on before filling right side. Do not mix up the caps.

I assumed he’d figure it out the first time the left tank started overflowing.
