Replacing Derby Cover on 08 Softail Custom

alright i've been dropping oil spots in my garage for the past couple months where I park my road king. it appears that its coming from my derby cover or at least that general area. I was looking for advice on fixing this, my questions are:
should I just try tightening the allen screws?
or should I remove the derby cover to have a look, and if so will I need a new gasket?
will I need to loctite the allen screws when I replace them?

cause to many problems unless of course it should actually be holding something togeather......if so I hope your under warranty .
