A Progressive lowering kit for softails costs about $75. You must remove each shock and dismantle each in order to install the replacement lowering componants. This takes the aid of a hydraulic press to accomplish.
Once the altered shocks are reinstalled, the ride height is adjusted up or down to personal preference. I lowered mine about 1 1/4" and have not adjusted the preload on the shocks. I probably will have to, though, once my wife rides the first time.

FWIW,
I use a sidegrinder wrench on mine, holes line up and it's a beefier wrench.
And I've turned my preload out, as far and as stiff as it will go.
It actually rides better that way for me. I can go over a large dip in the road without concern of being launched off the bike by perpetual motion.
