95CI kit on mine with SE 204 cams (set 4*) and Big Sucker with tru-dual Samson 33" longtails and dynojet III USB (I do not know if the heads were re-worked, but the numbers would seem as though they were). I'm making 92HP (at approx 5200 rpm) and 103 lb/ft torque (at approx 3000 RPM). I run cool and is dependable as all get out. Runs like a champ for a heavy bike like mine.
Since I bought my bike with the engine work already done, I had to take it as-is. If I were doing it all from scratch, I would save and do it all at once (heads, cam, big-bore) to make sure it all works together as a system. In the long run, doing all of it at once is cheaper than doing and re-doing your mods.

What year is the Softail. You might get lucky and have good heads. Bored and a cam will get good power. I knew a guy that skipped the head work and used a Woods cam and got 100 ft lbs to the wheel on a 95". I did heads and cam and get 95 ft lbs to the wheel. Using Zippers 557 cam in my 88"
