Don't think so. There are a few threads on the forum that go like this...

"My HD service department said I would need longer cables (or that the bars would hit the tank), but I installed the 4" risers myself and they fit fine with no modification."

I figure I'll order them, install them and see for myself. Worst case scenario I get longer cables.

I installed these on a 2012 FB lo today. Cables are fine and no issues with clearance locking handlebars in either direction. Bars are little different on a lo but the risers are what comes closest to the tank anyway.

Most difficult part of install was trying to torque the bottom clamp bolts. The install is really a two person job since the handlebars tend to flop around.
