These caps are prone to leak if over tightened. It does not take much pressure on the rubber seal to keep fluid inside.

3. Wipe all edges of the reservoir, carefully
4. Replace the cap and do not over tighten.

Lots of people do not follow step 2 and it results in leaks.
I have a '14 FLHXS. I have had both recalls performed. I have had mine in to my local dealer 3 times for leaking clutch and front master cylinders. I even called H-D up in Milwaukee. Seems to be particularly bad in warm/humid climates. My dealer says they have replaced the caps and gaskets the last 2 times. I just took the caps off because they were both leaking again. I cleaned the caps and gaskets with Dawn dish soap. They are literally squeaky clean. Hopefully this fixes it!

If you ever remove the caps and check fluid they will usually leak.Buy the expensive new cap and don't put as much fluid in and they are ok. They suck.

Sometimes aftermarket covers aren't made truly flat. That can cause leaks no matter how you tighten them. Lay the cover on a piece of glass. If it rocks or wobbles it isn't flat. It can be fixed though.
