Sounds like it is not getting fuel. Chances are the carb needs cleaned out, that is where I would start. Try removing the air cleaner and spray a little starting fluid in the carb and see if she fires. If it does, remove and disassemble the carb and clean it good.

A 2002 with only 400 miles!!! Are you sure you aren't looking at the trip-odometer? If it's truly 400 miles, that bike sat for it's entire life and you should have fogged the cylinders before you even tried turning it over. I'd check all vacuum lines for dry-rot, check/clean carb. You can pull the air cleaner off and see if it's squirting gas by twisting the throttle and looking into the carb throat......Then you can see if you are getting spark by pulling a plug and trying to fire it.

check the back side of the carb, there is a vaccume line that can become disconnected and does not allow for the bike to get fuel... its a very small black line, mine comes off my 99 every now and again and it just turns over and over untill I put the line back on the nipple. Or you can remove the 4 small phillips screw on the bottom of you carb, (dont drop them) ask me how I know.... the bowl will come out in your hand, if its dry... your not getting fuel, so recheck the vaccume line, or look under the carb and up... see the two long skinniy tubes that go up... that where your carb jets are, stick your screw driver (phillips) up there and turn till it comes out in your hand, look at the jet...if the tiny holes are clogged up, blast it with carb cleaner till you can see through the holes, repeat on other jet as nessecary
