from the dealership. Try to find out from the local departments what dealer they use for their new bikes. Most likely they trade in the old to make room for the new. On the east coast, most departments use the same dealership from Maine to New Jersey.

Those local dealers usally have a lot of FLHTP on stock and possible be willing to sell one. Best bet is to get one off season when they want to get rid of overflow models.

it used to be if the bike sat on the floor unsold, after a set time the dealership could sell it to the general public after stripping the cop stuff off it and a few other fixes... like if it has a 2 up seat installed the cop tires (run flats) have to come off and stock tires go on.

How my 03 FLHTP came to be in my garage (with the blue lights, run flats, all electronics, etc) was it was purchased by a LEO private party with the Departments blessing and help. When my friend dropped dead, his wife gave me the bike.

It took a while to sort it all out, the cop wiring is different for example, but over the course of about 6 months my HD guru and I removed 99% of anything that would have ID'd the bike as a cop bike and cloned it into a FLHTCI.

The only thing that ID's it as a cop bike, besides the title, is the left bar control pod. I like the cop horn button much better than stock so it stayed.

Check with the dealers to see who has one in stock. I think that the dealer has to have it up for sale for a certain period of time before they can sell it to the public. Back in July 1994, I bought a brand new 1994 FLHTP off the dealer's floor. At that time the dealer said he had to wait until the end of the model year before he could sell the bike to the public.

If you are an active or retired police or fire you dont have to wait if they have one you can buy it. If your not it has to be avialible for 6 months before a civilian can purchase it. At least thats what I was told when I bought mine in 2009.

That is still the process on the special edition bikes. Someone tried to buy mine a week before I did and could not buy it yet since he wasn't in law enforcement and whatever the time frame is hadn't passed yet.

I think the P bikes are the same. Once the dealer has them for so long, they can open the sale up to the public.

I just bought a new 15 FLHTP Saturday. I went up Friday, got a trade value on my fatboy lo and then came back Saturday and did the paper work. No wait, and I don't think it has run flats on it either. I have all the stickers for the different police like sheriff, trooper, police, and rescue. Flasher relay and rear fender blue light package. It was all in my saddle bags. Those are all going on eBay soon.

I did have them remove the police seat and trade me for a touring seat and they also ordered my license plate re location kit so I can get ride of the lower tour pack bracket.

In most big markets, there is a hd dealer that supplies the local law enforcement agencies. Find the one in your area and they usually have "demo" models for sale with very low miles. These bikes have never been put into service.
